CAPS\u2019 Undercover Pet Shop and Mill Investigations Provided Strong Evidence in Support <\/span><\/i><\/h2>\n

Los Angeles, CA \u2013 October 13, 2017 \u2013 California Assembly Bill 485, which bans the retail sale of dogs, cats, and rabbits, is now law. Governor Jerry Brown signed the bill in Sacramento today.\u2028\u2028 AB 485 prevents California pet shops from selling dogs, cats, and rabbits. The law goes into effect on January 1, 2019.<\/p>\n

This will help keep animals that were produced in inhumane mass-breeding facilities\u2014also known as puppy mills\u2014out of the state. When AB 485 goes into effect, California pet shops will only be allowed to offer dogs, cats, and rabbits from local shelters and rescues. <\/p>\n

The Companion Animal Protection Society (CAPS), which is the only nonprofit investigating inside California pet shops and the mills supplying them, spent years laying the groundwork for this moment. CAPS conducted a 10-year pet shop campaign in California. The campaign included large protests (CAPS was the first animal nonprofit to protest inside a shopping mall), conversions of pet shops to humane adoption centers, and municipal ordinances to ban the retail sale of puppies and kittens.<\/p>\n

The purpose of the local ordinances was the same as AB 485\u2014to save lives by encouraging pet shops to provide shelter and rescue animals for adoption. As a leader in the pet shop ordinance movement, CAPS was behind ordinances in Los Angeles, San Diego, West Hollywood, and Glendale. West Hollywood was the genesis for the ordinance movement in the United States and Canada (more than 230 to date).\u2028\u2028<\/p>\n

CAPS President Deborah Howard submitted extensive written testimony and investigative evidence to the Senate and Governor Brown in support of AB 485. https:\/\/caps-web.org\/testimony-of-deborah-howard<\/a><\/p>\n

Deborah Howard\u2019s testimony includes evidence from a large CAPS investigation of every pet shop in California that sells puppies and kittens (and some that sell rabbits). The investigation uncovered a pattern of deceptive and illegal practices. Pet shops were routinely misleading customers about the sources of the puppies and kittens they sold. Some shops were outright refusing to disclose the sources, which is a violation of California law.<\/p>\n

\u2028\u2028CAPS produced short videos about the pet shops, including expos\u00e9s of the Barkworks chain and of David Salinas\u2019 pet shops (Salinas was a major opponent of AB 485). The expos\u00e9s feature undercover video of the pet shops and many of the puppy mills supplying them. In the footage, pet shop employees often assure prospective customers that none of the animals in their stores come from \u201cpuppy mills,\u201d sometimes even claiming that the animals are privately bred in \u201cloving homes.\u201d<\/p>\n
